The Transport Operations (Passenger Transport) Act 1994 and the Transport Infrastructure (Rail) Regulation 1996 details standards for purchase of tickets and behaviour on trains and at stations to make passenger travel comfortable and secure and to preserve the property of QR and its passengers. This legislation allows the issuing of on-the-spot fines for offences occurring under the Act, including:
